Why regulators are moving now

The sweepstakes casino sector has grown to an estimated $10 billion in annual revenue, a scale that has made it impossible for state gaming and consumer-protection regulators to keep treating it as a gray-area novelty. Attorneys general in multiple states have argued publicly that the “no purchase necessary” sweepstakes carve-out was designed for promotional contests, not for platforms offering hundreds of slot-style games funded by real purchases. California and Illinois lead the two enforcement tracks

California Governor Gavin Newsom signed AB 831 into law on October 11, 2025, making sweepstakes casinos illegal in the state effective January 1, 2026, a straightforward legislative ban. Illinois has taken the opposite approach, relying on enforcement rather than new statute: the state issued 65 cease-and-desist letters to sweepstakes operators in May 2026 alone. Liability is spreading beyond the operators themselves
