Lula again threatens to shut down Brazil’s online betting sector

Brazilian President Luiz Inacio Lula da Silva has renewed his threat to shut down the country’s online betting sector, stating during a Sunday livestream that if the decision were his alone, betting companies would be closed. The president blamed online betting for mounting social problems after meeting with what he described as “eight victims of online betting.”

During the broadcast, Lula highlighted the case of a gambler who made 1,400 instant fund transfers (Pix) to a betting site within three months. He criticized the Central Bank for failing to detect such a high volume of transactions, though that responsibility actually falls under the Secretariat of Prizes and Bets, which receives detailed daily reports on bettors’ financial transactions and operates a specific module to detect recurring transfers.

The president also recounted speaking with a woman whose 26-year-old son had taken his own life due to online betting, and mentioned a bettor who accumulated BRL2 million ($388,410) in debt over three months of wagering. “Are we remaining passive while society drowns in debt? Are we remaining passive while society is driven to madness – because this is an illness?” Lula said. “So, we are going to take serious action.”

Revenue Dependency Creates Policy Dilemma

The president’s threat comes despite the government’s significant reliance on betting sector revenue. In the first seven months of 2026 alone, sports betting generated BRL8.747 billion for public coffers. The Federal Revenue Service estimates total collections could reach BRL16 billion by year-end, compared to nearly BRL9 billion collected in 2025.
