SOFTSWISS mapped out 2027. What it means for your license

October 3, 2026

SOFTSWISS has identified three key regulatory milestones arriving in 2027 that will directly impact online casino and betting operators across multiple jurisdictions. The roadmap covers EU-wide anti-money laundering harmonization, Malta’s deployment of AI screening tools, and a fee structure change in Kahnawake.

The supplier’s analysis points to 10 July 2027 as the implementation date for the EU AML Regulation, which will establish a single rulebook across all 27 member states with no exemptions permitted for online casinos or betting operators. Operators holding EU licenses will need to align their AML policies with the Regulation itself rather than individual national laws.

Malta Deploys AI for License Screening

The Malta Gaming Authority has introduced artificial intelligence into its licensing workflow, with AI now checking license applications and a machine learning model reviewing Industry Performance Returns. According to SOFTSWISS, MGA staff manually review every flag raised by the automated systems.

The technology is designed to cross-reference application data against submitted returns. Discrepancies that previously might have required manual audits to detect are now identified by software before human review begins. This marks a significant shift in how one of the industry’s most established regulators processes operator documentation.

Kahnawake Fee Increase Takes Effect January

Operators in the Kahnawake jurisdiction face a fee increase effective 1 January 2027. Complete applications filed by 31 December will be processed under the current fee structure, creating a year-end deadline for operators considering new applications or renewals in that jurisdiction.

SOFTSWISS noted this development was not included in its formal report but represents a material change for operators using or considering Kahnawake licensing.

What Operators Should Do Now

The EU AML Regulation represents the most significant structural change, eliminating the patchwork of national interpretations that has characterized anti-money laundering compliance across Europe. Operators will need to conduct gap analyses between current policies and the incoming Regulation well ahead of the July deadline.

For Malta-licensed operators, the AI screening system means consistency between application materials and ongoing performance reporting has become more critical. Automated systems are less likely to overlook discrepancies that might have passed through manual review processes.

The Kahnawake deadline offers a narrow window for operators to lock in current fees, though the actual fee amounts were not disclosed in the available information.

SOFTSWISS’s 2027 roadmap underscores the ongoing digitization and harmonization of gambling regulation, with technology playing an expanding role in compliance enforcement and cross-border standardization becoming the norm rather than the exception.
