Albania Is Betting That Players Will Choose the Harder Option

Albania is preparing to license up to 10 online sports betting operators, ending a blanket ban that has been in place since 2019. The move marks a significant policy reversal, but the government has set entry requirements so high that industry observers are questioning whether international operators will find the market attractive enough to justify the investment.

While online sports betting will return, retail betting shops and slot halls will remain closed. Land-based casinos will continue to be restricted to five-star hotels only, maintaining the government’s selective approach to gambling liberalization.

High Barriers to Entry

Albania has constructed a demanding framework for prospective licensees. Applicants must establish an Albanian joint-stock company and demonstrate operational experience in at least three EU or OECD markets. They must also show annual turnover of at least €20 million and pay a minimum licence fee of €4 million.

The licensing process includes a competitive element, with the fee bid accounting for 30 of the 100 total scoring points. This structure is expected to drive bids well above the €4 million floor as operators compete for one of the limited slots.

Revenue Expectations and Market Reality

The Albanian government anticipates generating €20 million annually from the online betting sector. With up to 10 licences available at a minimum of €4 million each, the arithmetic suggests the government is banking on capturing the majority of market revenue through licensing fees alone, before considering ongoing taxation or regulatory levies.

This revenue target raises questions about the commercial viability for operators. If licence fees consume a substantial portion of expected market revenue, operators will need to achieve significant player volumes and margins to justify their investment. The requirement for three markets of prior experience suggests Albania is targeting established operators rather than new entrants, but those same operators will be evaluating Albanian market potential against less restrictive opportunities elsewhere.

A Calculated Gamble

Albania’s approach represents a test of how much regulatory friction a small market can impose before deterring serious applicants. The country’s population of approximately 2.8 million limits the total addressable market, and the five-year ban means operators will be rebuilding player bases rather than entering an established ecosystem.

The selective reopening, limited licences, and high entry costs suggest Albania is prioritizing revenue extraction and tight control over market development. Whether 10 qualified operators will see sufficient upside to meet the government’s requirements remains the central question as the licensing process moves forward.
