Finland’s new igaming era: how operators should prepare for July 2027

Operators planning to enter Finland’s newly regulated igaming market in July 2027 should already be implementing critical technology, compliance and operational decisions, according to EveryMatrix, which has outlined four key priorities for successful market entry based on its partnership with state-owned operator Veikkaus.

The platform provider, which has spent years operating within Finland through its collaboration with Veikkaus, the country’s only licensed gambling brand, warns that the Nordic market should not be treated as a simple copy-paste operation based on neighbouring countries.

Market maturity demands day-one readiness

Finland represents a digitally mature market where players already understand trusted, local gaming experiences. Veikkaus recorded 2.7 million registered customers in its 2025 report, with 61% of gross gaming revenue generated from digital channels.

New licensees will require high-performing platforms with robust KYC processes, efficient payment mechanisms, localised responsible gambling tools, and comprehensive reporting and CRM functionality. EveryMatrix emphasises that technology choices must be framed around trust, responsible growth and local relevance rather than technology for its own sake.

The Finnish lottery’s social positioning also sets player expectations. Veikkaus reported 466 million euros in proceeds to society in 2025, alongside more than 6,000 care calls, 1,400 to 18-24-year-olds, and close to 50,000 active self-exclusions. Responsible gaming will be central to earning trust rather than a compliance checkbox.

Regulatory readiness from the ground up

EveryMatrix stresses that compliance cannot be treated as a final checkpoint before launch. Regulatory readiness must underpin every technology decision, from platform architecture and player verification through to responsible gambling tools and content delivery.

The company points to its decade-long experience delivering technology to Nordic gaming organisations including Norsk Tipping in Norway, Veikkaus in Finland, and ATG in Sweden. It will power Danske Spil’s casino and bingo verticals later this year and is launching platform technology with Danish market leader CashPoint, rebranding to MerkurBets.

Localisation and engagement as competitive differentiators

Through its Veikkaus partnership, EveryMatrix has supplied one of the industry’s largest casino content portfolios, integrating more than 65 game providers while delivering bespoke content for Finnish audiences. The company argues that launching with thousands of games is insufficient without relevant, personalised experiences tailored to local preferences.

As competition intensifies and marketing restrictions likely tighten following Nordic trends, operators will increasingly compete on experience rather than promotions. Modern engagement tools, gamification, personalisation and AI-driven customer insights will play central roles in improving retention while supporting responsible gambling objectives.

EveryMatrix notes that in markets where promotional activity is tightly restricted, operators have shifted focus towards creating long-term player experiences instead of relying on bonus campaigns, with technology that intelligently rewards engagement representing the future of sustainable customer acquisition.
