Nearly 300 illegal betting sites created in Brazil one day after Lula bans gambling

September 30, 2026

Brazil witnessed the creation of 294 illegal betting sites on Saturday alone, just one day after President Lula announced a ban on online gambling through Provisional Measure 1,394. The Bet Legal platform, working in partnership with cybersecurity firm Iron Security, identified 295 unauthorized domains by 6pm Friday when the ban was announced, with that figure surging to 710 by Sunday evening, representing a 141% increase in just two days.

The monitoring system cross-references data from the Official Gazette of the Union, state gazettes and notifications sent to Anatel, Brazil’s telecommunications regulatory agency. Technical checks analyze connectivity, secure protocol usage and ownership records to identify unauthorized platforms.

Regulatory Response and Enforcement Challenges

The Brazilian government moved quickly to take down 506 illegal gambling websites following the enactment of Provisional Measure 1,394, with the Ministries of Justice and Finance leading the enforcement effort. The task force also discovered 43 channels and groups on Telegram promoting illegal betting, collectively hosting more than 212,000 members.

According to the platform’s data, the Secretariat of Prizes and Bets had already forwarded 57,691 addresses to Anatel for restriction between January 1 and September 22, prior to the ban announcement. However, the numbers do not necessarily correspond to individual companies, as single operators can run dozens of domain variations.

Industry Association Warns Against Prohibition Approach

The National Association of Games and Lotteries (ANJL) issued a sharp warning that prohibition fails to eliminate illegal market activity. “Without authorization, without the same regulatory obligations and operating outside the scope of oversight, the clandestine market continues to find space,” the association stated.

ANJL President Plinio Lemos Jorge said the emergence of illegal online betting operations was predictable. “The clandestine websites have expanded their offerings and continue to operate outside the law and oversight,” he said. “Now, they will take advantage of the prohibition of legal betting to attract bettors to the illegal market.”

Market Impact and Revenue Implications

According to ANJL, the government’s prohibition approach has pushed more than 30 million bettors toward illegal gambling channels while simultaneously foregoing billions in potential tax revenue. The association argues that the ban creates ideal conditions for unregulated operators to expand their market share without facing the compliance costs and oversight requirements that licensed operators must meet.

The rapid proliferation of illegal sites in the immediate aftermath of the ban underscores the enforcement challenges facing Brazilian authorities. While government agencies work in partnership to restrict access to clandestine platforms, the speed at which new unauthorized domains can be created and deployed suggests a sustained cat-and-mouse dynamic between regulators and illegal operators in the months ahead.
