QuinnBet to pay £609,104 over AML and safer-gambling failures

QuinnBet (Gibraltar) Limited has agreed to pay £609,104 in a regulatory settlement with the UK Gambling Commission after an investigation uncovered significant failures in anti-money laundering controls and social responsibility safeguards. The settlement, announced on 20 August, includes a disgorgement payment of £193,118 and contributions towards investigation costs, with all funds directed to the UK government’s Consolidated Fund.

The compliance review covered QuinnBet’s remote gambling licence operations between March 2023 and August 2025, identifying systemic weaknesses in the operator’s ability to identify and respond to indicators of harm and financial crime in a timely manner.

Critical AML Control Failures

The Gambling Commission found that QuinnBet had insufficient controls to identify and mitigate risks posed by customers displaying disproportionate spending patterns. In one case, a customer with monthly payslips showing earnings of approximately £2,000 deposited and lost £9,000 within four days without triggering adequate intervention.

Another customer deposited around £120,000 and withdrew £111,000 over less than three months, with QuinnBet failing to verify the source of funds. The investigation also identified delays in submitting Suspicious Activity Reports and cited errors during a platform migration that allowed 194 customers to exceed deposit limits unintentionally.

These failures constituted breaches of Licence Condition 12.1.1, which mandates effective AML policies, as well as Social Responsibility Code Provisions 3.4.3 and 3.4.4 concerning timely identification and response to customer behaviour indicative of harm.

Inadequate Harm Identification Systems

QuinnBet’s approach to identifying gambling harm relied heavily on manual interventions and slow alert systems. One player placed approximately 4,800 bets in one day and 7,000 the next without triggering internal warnings. Another customer staked more than £215,000 in a single day following a large win, with the activity only flagged in the following morning’s report.

The operator’s manual system for applying lower deposit limits to customers aged 18-24 occasionally allowed younger players to exceed limits for extended periods. One such player deposited eight times their monthly limit and lost the entire sum within a single day.

Industry-Wide Implications

John Pierce, director of enforcement at the Gambling Commission, emphasised that the case highlights “the serious consequences of relying on systems and controls that are unable to identify and respond to indicators of harm and financial crime quickly enough.” He added that operators must ensure safeguards are effective in practice to protect consumers and prevent crime.

The settlement comes amid a broader regulatory crackdown on AML compliance. A recent Gambling Commission risk assessment report found that operator-side failings remain a major contributor to AML and counter-terrorist financing risks across Britain’s licensed gambling industry, with deficient policies, poorly trained personnel, and inadequate monitoring systems identified across multiple subsectors.

The Commission acknowledged QuinnBet’s cooperation during the investigation, including voluntary reporting of certain failings and swift development of a remedial action plan, which were considered mitigating factors. However, aggravating factors included the Commission’s previous public statements about similar issues at other operators.
